  • INVITATION TO BID

    The Housing Authority of the County of Fresno will receive bids from “B” licensed contractors to perform accessibility renovations to ten (10) apartments, nine (9) three bedroom and one (2) bedroom located in Laton, CA, Selma, CA, Fowler, CA, Del Rey, CA, and Sanger, CA.

    Work shall include all labor, equipment, materials, and supplies necessary, except as otherwise stated in accordance with the service schedule set forth in the General Scope of Work, and in a condition acceptable to the Housing Authorities. This project is funded with funds available under the American Reinvestment and Recovery Act of 2009 (ARRA), which contains provisions commonly known as “Buy American”, Section 1605.

    Contract Documents, including plans and specifications will be available for review and down load on Monday, July 26, 2010 from the Housing Authority of the County of Fresno, at www.hafresno.org Documents can also be viewed at the Fresno, Merced, and Visalia Builders Exchanges. Plans may be obtained from MJ Copycats at 5096 North Blythe Avenue, Fresno, CA 93722-6445 (559) 271-7848ý.

    A bid guarantee equal to 5% of the bid is required with each bid. Performance bond equal to 100% of each bid is also required. A mandatory “Job Walk” is scheduled for Wednesday, July 28, 2010 at 9:00 a.m. and Wednesday, August 4, 2010 at 9:00 a.m.. Contractors will meet at 20917 Fatima Ave #331, Laton, CA, and then caravan to the next locations. Contractors need only attend one of the job walks.

    Bids must be received prior to Wednesday, August 11, 2010 at 3:00 p.m., at the Housing Authority Planning and Community Development Capital Projects Division, located at 1401 Fulton Street, Fresno, California 93721. Bids may also be mailed to: Housing Authority of the County of Fresno, c/o Jackie Alejandro, Administrative Assistant, Planning and Community Development, P.O. Box 11985, Fresno, California 93776. All mailed bids must be received prior to Wednesday, August 11, 2010 at 3:00 p.m., after which time bids will be opened and read aloud. No bid shall be withdrawn for a period of sixty days subsequent to the opening of bids without the prior written consent of the Housing Authority of the County of Fresno.

    The Department of Labor (DOL) and the Department of Housing and Urban Development (HUD) have determined that this work requires compliance with the Davis-Bacon Act and the payment of not less than the prevailing wage as determined by the Department of Labor and published in the project manual.

    Any prevailing wage rate determined under state law to be prevailing, with respect to an employee in any trade employed under the contract, is inapplicable to the contract and shall not be enforced against the contractor or any subcontractor with respect to employees engaged under the contract whenever such prevailing wage rate exceeds: the wage rate determined by the Secretary of Labor pursuant to the Davis-Bacon Act (40 U.S.C. 276a et seq.) to be prevailing in the locality with respect to such trade; an applicable apprentice wage rate based thereon specified in an apprenticeship program registered with the Department of Labor or a DOL recognized state apprenticeship agency; or an applicable trainee wage rate based thereon specified in a DOL certified trainee program

    The Housing Authority of the County of Fresno reserves the right to sole and exclusive judgment in the determination of the qualifications of the bidder. Further, the Housing Authority of the County of Fresno reserves the right to reject any and all bids, or to accept or select any bid that the Housing Authority of the County of Fresno, in its sole and absolute discretion, determines best meets its needs.

  • The Housing Authority of the City of Fresno will receive Design-Build Proposals from licensed C-51 contractors (Structural Steel) for design, fabrication, and installation of metal carport structures for three residential complexes. Carport structures are to be installed at and Fairview Heights Terrace 0604; Sierra Plaza 0606; and Monte Vista Terrace 0607 in Fresno.

    Contractor’s proposal will include a product submittal consisting of a design drawing, materials list, structural engineer’s stamp, and a reference list of completed carport installations in the area. The Housing Authority will review proposals and select a contractor.

    The period for submitting proposals will close at 2:00 p.m. on Thursday, August 19, 2010. Proposals are to be submitted to Planning and Community Development Office at 1401 Fulton Street , Suite 600, Fresno, CA 93721.

    Contract documents consisting of a Project Manual containing HUD instructions to bidders, wage rates, bid form, conditions of the contract, and technical specifications may be viewed and downloaded from the Fresno Housing Authority website at www.hafresno.org on Monday, August 2, 2010. They are also available for review at the Fresno, Merced, and Visalia Builders Exchanges.

    No bid shall be withdrawn for a period of sixty (60) days subsequent to the bid opening without the prior written consent of the Fresno Housing Authority. The Fresno Housing Authority hereby notifies all bidders that it will affirmatively ensure that in any contract entered into, pursuant to this advertisement, minority business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, religious creed, sex, or national origin in consideration for an award.

  • The Housing Authority of the City of Fresno (HACF) is requesting proposals from licensed general contractors for the rehabilitation of 1.) Phase I - 18 multifamily housing units and 2.)Phase II (if funding is approved, DO NOT BID AT THIS TIME) – 38 multifamily housing units, located in Fresno, California.

    Work shall include all labor, profit, overhead, general requirements, equipment, materials, and supplies necessary to complete the work set forth in the General Scope of Work, based on project documents provided, and in a condition acceptable to the HACF.

    A pre-bid Contractor’s Site Walk has been scheduled on August 11, 2010, at 10:00 AM. The pre-bid Contractor’s Site Walk will be held at the project site, located at 5161 E. Kings Canyon Road, Fresno, CA 93727. THIS WILL BE THE ONLY SITE WALK FOR THIS PROJECT. All contractors, or an authorized representative, are required to attend this Contractor Walk. HACF personnel will be discussing Contract Preparation, Certified Payroll and Davis Bacon Wage rates. By submitting a bid under this Request for Proposals (RFP), contractors are acknowledging knowledge and understanding of the existing site conditions, and reflecting such conditions within the bid price. Contractors are encouraged to complete ALL DUE DILIGENCE activities regarding this site PRIOR TO BIDDING.

    DO NOT VISIT SITE WITHOUT HACF REPRESENTATIVE. VISITING SITE WITHOUT HACF REPRESENTATIVE IS GROUNDS FOR DISQUALIFICATION.
